Moates graduated from Boswell High School. He obtained an Associates of Arts in Criminal Justice from Lone Star College and a Bachelor of Science with concentrations in Communications and Psychology from Tarleton State University. He is currently enrolled in a Ph.D. in Psychology program at Fielding Graduate University.

His professional experience includes working on Dr. Kelli Ward's United States Senate Campaign as a Media Operations Intern, the Director of Communications for the non-profit organization American Youth in Politics, and as a member community emergency response team. He also has course work in behavior analysis, crisis management for school board incidents, and as an IS-00029 public information officer.
